On April 23, 2025, President Trump signed an Executive Order (EO) entitled “Advancing Artificial Intelligence Education for American Youth,” which establishes a national framework to integrate Artificial Intelligence (AI) into education and increasing training on AI for teachers and administrators. This EO creates the “White House Task Force on AI Education,” mandates development of K-12 AI educational resources, establishes teacher training programs, and launches a nationwide Presidential AI Challenge. The goal of this EO is to “equip our students with the foundational knowledge and skills necessary to adapt to and thrive in an increasingly digital society.” The federal government is expected to release AI trainings, programs, and resources in the coming months.
Background
The April 23, 2025 EO builds on President Trump’s January 23, 2025 EO 14179, “Removing Barriers To American Leadership In Artificial Intelligence,” which revoked prior federal AI policies, including President Biden’s October 30, 2023 Executive Order 14110, “Safe, Secure, and Trustworthy Development and Use of Artificial Intelligence,” and ordered the creation of an action plan to “sustain and enhance America’s global AI dominance.”
The Federal Government defines AI as a “machine-based system that can, for a given set of human-defined objectives, make predictions, recommendations or decisions influencing real or virtual environments.” For schools, this encompasses AI applications with significant educational potential, from administrative efficiency tools to adaptive learning systems and interactive educational platforms.
As AI becomes a larger part of our society, it is increasingly being integrated into educational settings. The EO is part of the Trump Administration and the
U.S. Department of Education’s (USDOE) larger emphasis on promoting AI Education, including in local school districts. This emphasis is already evident in the USDOE Inventory of the USDOE AI Use – Cases, which outlines the ways that the USDOE is utilizing AI within its agency. The new EO builds on these efforts by creating structured pathways for AI education and implementation at the K-12 level.
Improving Education Through AI
The EO establishes the White House Task Force on AI Education, led by the Director of the Office of Science and Technology Policy and including cabinet-level officials from Education, Labor, and other departments. This Task Force will establish partnerships with leading AI organizations, academic institutions, and nonprofit entities to develop resources to help educate K-12 students in AI literacy. Additionally, the Task Force will identify existing Federal funding mechanisms, including discretionary grants, which may be used to provide resources to K-12 students in AI literacy. The resources will be made available within 180 days of the announcement of the partnerships. Within 90 days of the EO, the Secretary of Education must issue guidance on using grant funds to improve education outcomes using AI, including AI-based instructional resources, tutoring, and college/career pathway tools.
Training for Educators on AI
In addition to the partnerships and programs described above, the Secretary of Education will be prioritizing the use of AI in discretionary grant programs for teacher training including “reducing time-intensive administrative tasks; improving teacher training and evaluation; providing professional development for all educators, so they can integrate the fundamentals of AI into all subject areas; and providing professional development in foundational computer science and AI, preparing educators to effectively teach AI in stand-alone computer science and other relevant courses.”
The Task Force will be utilizing existing programs to create teacher training opportunities to help teachers integrate AI in the classroom. School districts should anticipate these teacher training resources becoming available within 120 days of the EO.
Presidential Artificial Intelligence Challenge
Finally, within 90 days the Task Force will establish a nationwide Presidential Artificial Intelligence Challenge to encourage and highlight student and educator achievements in AI. This challenge will be used to foster relationships between government, industry, philanthropy, and academia. The challenge will feature multiple age categories, distinct geographic regions for competition, and various topical themes, encouraging interdisciplinary exploration of AI applications. The plan and details for this challenge will be released to the public in approximately three months with the challenge to be held within 12 months thereafter.
